Petro Voloshyn was born on November 12, 1950 in the village of Dubove Kovel district of Volyn region. From 1957 to 1969 studied at the Dubove eight-year school. In 1969 he graduated from the Kryvyi Rih Mining Technical School with a degree in Exploratory Drilling Technique, and in 1974 from the Ivan Franko Lviv State University with a degree in Geology and Exploration of Mineral Deposits. In 1974-1992 he worked as an engineer, group leader, chief engineer in Lviv and Rivne branches of the Ukrainian state Institute of Engineering and Technical Intelligence. In 1987 he defended his Ph.D.

In 1987 he defended his dissertation on the topic: Engineering-geological division of loess strata using the methods of paleopedology and paleocryology (on the example of the experience of engineering and construction surveys of Volyno-Podillya) From 1992 to 2000 was an associate professor of geomorphology at Lviv State University. 2000-2009 – Associate Professor of Constructive Geography and Cartography.
